Quick Summary

Conducted a prehensive data maturity assessment spanning six key dimensions: data architecture, data ecosystem, data management processes, data quality, data governance, and data culture.

Engaged stakeholders and key data practitioners across all CER business functions through structured interviews and collaborative workshops to surface pain points, challenges, and opportunities.

Benchmarked the CER’s data capabilities against Government of Canada data policies, the 2023–2026 Federal Data Strategy, and leading industry maturity frameworks.

Identified and prioritized critical gaps in data governance, data quality, data accessibility, and organizational data literacy.

Delivered actionable, prioritized recommendations that provided the evidence base for the CER’s enterprise data strategy and 3-year implementation roadmap.

Project Overview

The Canada Energy Regulator (CER) engaged Bronson to conduct a comprehensive data maturity assessment to establish a clear, evidence-based understanding of its data capabilities across the organization.

As Canada’s federal energy regulator, the CER oversees more than 71,000 kilometres of pipeline, 86 international power lines, energy exports, and oil and gas exploration. The organization stewards sector-wide energy data that no other institution holds and plays a critical role in delivering data-driven regulatory services that support the competitiveness of Canada’s energy infrastructure, protect the environment, and maintain public trust. With evolving Government of Canada data policies, a growing emphasis on artificial intelligence, and increasing expectations for digital service delivery, the CER needed a structured baseline of where its data capabilities stood before it could chart a credible path forward.

Bronson delivered a rigorous, stakeholder-driven data maturity assessment that gave the CER visibility into its strengths and gaps across six key maturity dimensions, producing a prioritized set of findings and recommendations to anchor the organization’s data transformation.

The Challenge

The CER recognized that its data practices, systems, and organizational culture had not kept pace with the demands of modern regulatory oversight or the broader Government of Canada digital agenda. Without a structured maturity assessment, leadership lacked the visibility needed to understand where critical data capabilities stood, what gaps existed, and where investments would deliver the greatest impact.

Key challenges included:

  • No enterprise-wide view of data maturity across the CER’s data architecture, ecosystem, management processes, governance practices, and organizational data culture.

  • Siloed data practices across business functions, making it difficult to gauge the organization’s readiness for enterprise data governance, advanced analytics, and AI adoption.

  • Unclear alignment with Government of Canada data policies, including the Policy on Service and Digital, the 2023–2026 Federal Data Strategy, and the Directive on Automated Decision-Making.

  • Limited understanding of stakeholder pain points and data-related challenges across programs, which hindered the CER’s ability to prioritize data investments effectively.

  • An evolving energy landscape — including net-zero commitments, electrification, and emerging regulatory demands — that required the CER to modernize its data foundations to remain effective.

The CER needed a structured, evidence-based maturity assessment to establish a baseline, surface critical gaps, and build the foundation for informed decision-making on its data transformation.

Our Solution and Impact

Bronson applied a proven, stakeholder-driven approach to the data maturity assessment, combining structured interviews, collaborative workshops, documentation review, and situational analysis. Working directly with leadership, key data practitioners, and business stakeholders across the CER’s programs, we assessed the organization’s data capabilities against established maturity frameworks and Government of Canada benchmarks.

The assessment evaluated six core maturity dimensions:

  • Data Architecture – Evaluation of the CER’s data infrastructure, systems, and integration capabilities, including alignment with modern approaches such as cloud-based platforms and data mesh architectures.
  • Data Ecosystem – Review of the broader data landscape, including data sources, flows, tools, and platforms supporting the CER’s regulatory and operational functions.
  • Data Management Processes – Assessment of data ingestion, storage, processing, and lifecycle management practices across business functions.
  • Data Quality – Analysis of data accuracy, completeness, consistency, and timeliness, and the processes in place to maintain and improve data quality over time.
  • Data Governance – Evaluation of governance structures, policies, roles, responsibilities, accountability mechanisms, and compliance with Government of Canada standards and directives.
  • Data Culture – Assessment of organizational data literacy, skills, training opportunities, and the degree to which data-driven decision-making was embedded in the CER’s day-to-day operations.

Key deliverables included:

  • Data Maturity Assessment Report – A comprehensive analysis of the CER’s maturity across all six dimensions, with identified gaps, strengths, and risk areas presented in a clear, actionable format.
  • Stakeholder Insights Summary – A synthesis of findings from interviews and workshops with data practitioners and business stakeholders, capturing pain points, challenges, and opportunities across the organization.
  • Gap Analysis and Prioritized Recommendations – A clear mapping of gaps between the CER’s current maturity and its desired future state, with prioritized recommendations to guide investment and sequencing of data transformation initiatives.
  • With Bronson’s support, the CER gained a clear, evidence-based understanding of its data maturity. The assessment provided:
  • An enterprise-wide baseline of data capabilities, giving leadership the visibility needed to make informed investment decisions.
  • A prioritized view of gaps and opportunities across data governance, architecture, quality, and culture.
  • Stakeholder-validated findings that built organizational buy-in and consensus for the data transformation ahead.
  • A credible evidence base that directly informed the development of the CER’s enterprise data strategy and phased implementation roadmap.

The data maturity assessment gave the CER the clarity and confidence to move forward with its data transformation, ensuring that subsequent investments in governance, technology, talent, and culture were grounded in evidence and aligned with organizational priorities.
