Project Overview

Bronson provided data entry services for the Integrity Services Branch (ISB) of ESDC over a three-year period (2017 to 2020). Bronson was accountable for managing and executing the entire project, collaborating with partners who operated the production facilities and handled the data capture services.

All data was captured through manual entry. We worked closely with the ESDC Project Authority to develop and confirm the data capture template for all required fields based on the original forms. Our quality control measures were rigorously applied during processing, and ESDC routinely monitored the quality of Bronson’s data entry, consistently meeting an error rate below 5% per ESDC’s stringent service standards and timelines, safeguarding the privacy of the transmitted data. Physical forms were returned to ESDC on a set schedule dictated by those service standards. After data capture and uploading, we retained the captured data on backup storage media until receiving permission from ESDC to destroy it.

The Challenge

The Integrity Services Branch (ISB) of ESDC aims to uphold service excellence by ensuring clients receive their full entitlement to government benefits and services. To achieve this, ISB needed a contractor capable of providing comprehensive data entry services for Record of Employment forms and Payroll Information forms. These services had to meet requirements concerning data capture, maintain an acceptable error rate, adhere to security protocols, and comply with established turnaround times and service standards for data input and media storage.

Our Solution and Impact

To meet the project’s requirements, Bronson collaborated with two firms experienced in data capture. Bronson managed and oversaw the overall project delivery, while our partners operated the production facilities and provided the data capture services.

Project management activities included:

  • Documenting processes to clarify technical requirements associated with data capture

  • Contract management, including scope changes
  • Reporting
  • Developing new process designs with our subcontractors

Data capture was conducted manually, with Bronson working closely with ESDC to design and verify the data capture template for all required information fields. We implemented a strict quality control mechanism during processing, consistently achieving a standard below the 5% error rate set by ESDC.

For the Request for Payroll Information forms, we arranged for their daily delivery via Canada Post directly to our partner’s facilities. Post-processing, the forms were sorted by region and securely returned to each regional location. This process also involved initial manual handling and sorting based on various criteria.

Bronson managed the secure shipment of Record of Employment forms to and from our contractor’s facilities under a strict turnaround service standard. As needed, the Bronson team performed validation checks to assess the completeness and quality of key data fields.

After data capture, Bronson transferred the data securely to ESDC via the Data Gateway application, ensuring the privacy and security of the information. We maintained backup storage media for all the captured data until ESDC gave permission for its destruction.

Over the three-year period, Bronson successfully captured data from over 2 million Record of Employment and Request for Payroll Information forms, consistently meeting and often surpassing security, service, and quality standards.
