Project Overview

The Department of National Defence (DND) was implementing a 25-year capital expenditure plan as part of its Strong, Secure, Engaged (SSE) Defence Policy. The plan required the aggregation and reporting of capital estimates for hundreds of projects developed by dozens of separate subject matter experts across the organization.

The sheer scale of data collection, combined with the inevitable inconsistencies, omissions, and schema errors introduced when many individuals contribute to a common dataset, made reliable aggregation a significant operational challenge. The forecasting tool DND had previously used for this exercise took approximately four hours to compile project data, far too slow to support real-time decision-making or exploratory scenario analysis.

Bronson was engaged to build a replacement: an Alteryx-based capital forecasting tool that could compile data from hundreds of projects, apply structured data quality controls, support real-time scenario analysis, and produce outputs on both Cash and Accrual bases for DND and Treasury Board audiences.

The Challenge

Capital forecasting at this scale is not just an analytics problem. It is a multi-contributor data aggregation problem, a data quality problem, a financial modelling problem, and a scenario analysis problem, all at once.

The main challenges Bronson tackled:

  • Hundreds of projects, dozens of contributors. Capital estimates were contributed by dozens of separate subject matter experts across DND, producing inevitable schema inconsistencies, missing data, and submission errors that had to be caught before aggregation.
  • Four-hour processing baseline. The previous tool took approximately four hours to compile project data, making real-time decision-making and exploratory scenario analysis impractical.
  • Multiple layers of financial complexity. The model had to handle inflation forecasts, foreign exchange rates, amortization schedule assumptions, and contingency factors applied to various project components.
  • Cash and Accrual outputs. Forecasts had to be produced on both Cash and Accrual accounting bases to satisfy the requirements of different audiences within DND and Treasury Board.
  • On-the-fly scenario exploration. Analysts needed to accelerate or delay project timing, modify contingency factors, and temporarily exclude and re-introduce projects, all without reloading source data.
  • Multi-contributor data quality at scale. Catching irregularities across hundreds of submissions required automated quality control with actionable reporting, not a manual triage exercise after every refresh.

DND needed a forecasting tool that could absorb messy, large-scale, multi-contributor data and turn it into fast, defensible, scenario-ready capital plans for a 25-year horizon.

Our Solution

Bronson designed and built the tool as a suite of modular Alteryx workflows that separated data loading from scenario parameter application. The work was organized into the following streams:

1. Source Data Compilation Workflow

Bronson built an Alteryx workflow to compile capital project data from across DND’s contributing subject matter experts. The compilation workflow ingests, structures, and prepares hundreds of project submissions for downstream forecasting.

2. Fifteen Automated Data Quality Checkpoints

Bronson configured 15 sequential data quality assurance checkpoints within the workflow. Each checkpoint verifies that required data points are both present and valid for each project before it can be loaded into the master Capital Forecasting dataset. Detailed reporting is automatically generated for any project failing any checkpoint, with specific descriptions of irregularities to facilitate rapid troubleshooting. Only projects that pass all 15 quality checkpoints are admitted to the master dataset.

3. Financial Modelling Layer

The tool was built to handle multiple layers of financial complexity, including inflation forecasts, foreign exchange rates, amortization schedule assumptions, and contingency factors for various project components. Outputs are produced on both Cash and Accrual accounting bases.

4. Scenario Architecture

Bronson separated source data loading from scenario parameter application in the workflow architecture. This is the key design decision that enables real-time scenario analysis. Analysts can change scenario inputs without re-running data compilation.

5. Real-Time Scenario Analysis

Analysts can accelerate or delay implementation timing for specific projects, modify contingency factors on a project-by-project basis, or temporarily exclude and re-introduce selected projects, all in real time. A modified scenario can be generated in under five minutes.

6. Performance Validation

The completed tool runs a full project data load in under 10 minutes, a 96% reduction from the previous four-hour process. DND confirmed that the automated QA reporting was highly effective at identifying and resolving data quality issues, a task that had been significantly more onerous under prior forecasting exercises.
